Mound City Council hires contractor for sewer work

MOUND CITY – The Mound City City Council took care of some end of the year needs that included spending down money received from the American Rescue Plan Act (ARPA) grant money. The actions came during the council’s regular meeting on Monday, Dec. 3, as well as a  special meeting on Monday, Dec. 16.


At the special meeting, the council voted to approve a contract with Chad Page of Parker-based Page Enterprises LLC for nearly $53,500 for unspecified work on the city’s sewer system. The unanimous vote addressed two issues the city has been facing for months – officially committing all of the ARPA grant money and beginning work on the city’s waste water system.


The need for upgrading portions of the city’s waste water system has been on the agenda of City Superintendent John Bruns for more than a couple of years.


At the council’s regular meeting earlier in the month, the council authorized the purchase of a vehicle for the public works department with a cap of $53,000 using $20,000 of ARPA funds and the remainder from the general fund. The council also approved purchasing a vehicle for City Hall with a cap of $25,000 to be purchased out of the general fund.


The council had until Tuesday, Dec. 31 to spend or contractually obligate nearly $103,500 in ARPA grant money. The grant money was initially given during the height of the COVID pandemic to target public health safety measures, however, as the pandemic waned, restrictions on where ARPA recipients could spend the money loosened considerably.


The council also voted unanimously to purchase a 2025 Polaris Ranger from Jay Hatfield Motorsports of Frontenac with $10,000 from the general fund, $8,000 from the sewer fund, and $8,000 from the water fund.


In other business, the council:

  • Approved taking bids on new flooring in the entryway and bathrooms at City Hall.

  • Approved a resolution adopting the Kansas Homeland Security Region J Hazard Mitigation Plan as well as an ordinance regarding floodplain management.

  • Approved giving all full-time employees a Christmas bonus of $200 and a bonus of $100 to all part-time employees. The council also approved spending up to $300 for a Christmas dinner for employees.
