MOUND CITY – On Monday, Dec. 30, one day before the deadline for encumbering American Rescue Plan Act (ARPA) grant money, the Linn County Commissioners decided how to spend the approximately $568,000 that was left in the ARPA funds.
They approved motions for memorandums of agreement that would earmark that money. Those memorandums included:
• An agreement with the County Clerk David Lamb to reimburse all the compactor boxes done to date, repairs to the tipping floor done to date, and tipping floor vertical expansion floor engineering done so far for a total of nearly $85,600.
• An agreement with Public Works Director Shaun West to commit the amount of nearly $381,700 to the landfill for two trucks and the remainder of the vertical cell expansion construction at the construction and demolition landfill.
• An agreement with Tony Mellini at Terracon Consultants for the amount of almost $65,700 for vertical expansion engineering. West pointed out that these are services that have not been received so the county was making that agreement with Terracon for future expenses.
During the discussion before signing the memorandums, Commission Chair Danny McCullough asked if any more work needed to be done on the tipping floor.
West told the commissioners that he recommended moving money over to the solid waste equipment fund and using the some of the $500,000 in that fund.
He asked that the commissioners would authorize him to seek out a contract to repair each one of the compactor sites and bring the compactor equipment up to speed so they will last.
He also suggested looking at the loader that is covering the CD landfill because there have been some final drive, chain issues and some other things going on with it.
